Two seminars on “Curriculum and Assessment Design for Promoting Students’ Information Literacy in Science at Primary Level” will be held to disseminate the curriculum and assessment resources developed in the above project and to share the experiences of primary science teachers in implementing the curriculum design and assessment tools developed. You are cordially invited to attend either of these two identical seminars. Details of the seminars are as follows:

Synopsis
UNESCO defines information literacy as “the capacity of people to recognize their information needs; locate and evaluate the quality of information, store and retrieve information, make effective and ethical use of information and apply information to create and communicate knowledge” (p.7). It is one of the essential 21st century skills that has been highlighted in recent curriculum reforms worldwide.  The Education Bureau (EDB) of the Hong Kong Special Administrative Region, like many other countries, has identified frameworks and standards for information literacy in the school curriculum.  The Information Literacy (IL) framework for students was released in early2005 (*1)  and the IL framework for teachers was announced in 2007 (*2)  However, a study conducted in 2007 on Evaluating the Effectiveness of the HKSAR Government’s 2nd IT in Education Strategy -- Empowering Learning and Teaching with Information Technology (2004/2007) -- found that students’ information literacy skills particularly the higher level ones such as integrating, evaluating, creating and communicating were very low, and that there are significant differences across subject areas.

The findings suggest that the following need to be developed: (1) a clear IL framework depicting the levels of achievements expected for the different IL dimensions of each key stage, and (2) effective ways of promoting and assessing students’ information literacy in specific KLAs. In August 2009, the EDB appointed the Centre for Information Technology in Education (CITE) of the University of Hong Kong to conduct the project “Development of Evaluation tools for Assessing Students’ Information Literacy and Promoting Information Literacy among students” in the subject areas of  Science (in Secondary schools) and General studies (in Primary schools).  Five primary and five secondary schools have participated in this project.
